Grants may be recommended to all charitable organizations that are in good standing, are tax-exempt under IRC Section 501(c)(3), and are public charities under Code Section 509(a). In most cases, grants cannot be made to private non-operating foundations, which are also classified under IRC Section 501(c)(3).
